So here I am...
Right now I'm looking into offline blog editors. My superficial search yielded ScribeFire.
So far it looks promising. It offers a lot of features that may be useful to the adorable traveler. It has the ability to manage posts between blogs. Useful. Need to test how the offline capabilities are working.
Can't see how I can add tags. Wait! There's another pane that has the tabs Blog, Entries, Categories, and Options. Under Categories is where you can create new tags and reuse others.
The image uploading capabilities are not working at the moment. It looks like this is a persistent problem.
